El objetivo de la Escuela de Verano de EUPAN es el intercambio de experiencias entre las administraciones de la UE en el marco de sesiones presenciales que combinan breves ponencias magistrales, con dinámicas de compartición de experiencias e impresiones en grupos reducidos, dinamizados por los expertos y la organización.
En continuidad con las iniciativas alemanas y francesas (2021 y 2022), la Escuela de Verano de EUPAN 2023 se centrará en Gobierno Abierto, entendido como el sistema de gobernanza basado en los pilares de transparencia, rendición de cuentas, participación ciudadana e integridad pública, poniendo al ciudadano en el centro del proceso de decisión de las políticas públicas.
La Escuela de Verano se estructurará en una serie de conferencias impartidas por prestigiosos expertos nacionales e internacionales en materias relacionados en Gobierno Abierto, seguidas de talleres al final de cada jornada y un debate sobre los temas analizados.
